That’s because this article is TWENTY-ONE years old and a lot of things have changed in that time (including the company name and ownership, twice)! Unfortunately this particular download is no longer available. Your best option would be to look at the Enterprise or Architect versions of Delphi: https://www.embarcadero.com/products/delphi/product-editions as they both allow you to create Linux apps, including GUI apps if you use the FMXLinux add-on.
